POSITION: INFORMATION MANAGEMENT ASSISTANT

OPEN TO: US CITIZEN (Residing in Fiji)

LENGTH OF HIRE : Permanent

Starting salary FJ$ 29,511.00 per annum

BASIC FUNCTION OF THE POSITION

Incumbent will be responsible for the operation and technical support of a classified  Local Area Network that will provide secure telecommunications, electronic mail, and web browsing capabilities to post personnel.  Additional responsibilities include providing operational support for Post’s telephone, radio, and satellite systems.  Incumbent directly supervises two Locally Engaged Staff and reports to the Information Management Officer (IMO)

MAJOR DUTIES AND RESPONSIBILITIES

Operates and monitors the Classified Local Area Network, Terminal Replacement Program (TERP-V), and the Client Outbound Unclassified Telegram (CLOUT) Server.  The Classified Local Area Network operates on a Windows 2000 Active Directory platform comprising of two Domain Controllers, Exchange and Application servers.  Daily tasks include starts and shuts down servers, backup of files, adds/deletes users in Exchange and CableXpress.  Other tasks include: maintains server security by installing Microsoft security patches and Norton Anti-Virus upgrades, performs system helpdesk function for post personnel on hardware and software applications such as Microsoft Outlook, Webgram and CableXpress, reviews telecommunication services, and releases word documents from CLOUT for telegraphic processing.  Incumbent assists the Information System Security Officer (ISSO) by maintaining various logs that record system events, maintenance, and operational issues.          

2.  Operates and maintains data encryption systems to include the KG-235 and KG-194 network encryption devices.  Performs key updates as required for secure operational links.  Coordinates with other Post for testing and troubleshooting of our secure link as required.  In coordination with appropriate Post, individual will conduct diagnostic tests of encryption systems and Promina multiplexer as required to isolate potential problems for correction.    
                                                                      
3.  As primary telephone technician, individual will be responsible for maintaining Post’s Nortel Meridian 11C digital PBX switch.  Administrative duties include operates and maintains the CALL BILL cost accounting database, voice mail, and prints monthly extension reports.  Technical duties include installs new telephones, checks line connectivity, and troubleshoots telephone connections.  Incumbent interfaces with the local public telephone company for resolving or adding external direct telephone numbers.  Assists the Information Management Officer (IMO) in reordering additional telephones and parts.                                                                               

4.  Operates the Embassy Emergency Overseas Wireless Program (OWP).  This program includes operating and maintaining the High Frequency (HF) and Very High Frequency (VHF) base, mobile, and hand-held radios for communications.  Individual is responsible for maintaining an inventory of associated equipment and assists the Information Programs Officer in ordering additional radios and parts.    

5.   Operates Post’s unclassified and classified diplomatic pouch programs.  Duties for unclassified pouch involve supervising one Local Engaged Staff responsible for the administration and delivery of internal mail and certifying pouch invoices.  Classified pouch involves coordination with the Regional Diplomatic Courier for incoming and outgoing pouch transport, and pouch invoice administration.  Coordination also includes contacting local regional couriers and airport authority for accessing flight-line tarmac, assisting diplomatic courier, and escorting diplomatic pouches.
 
6. Functions as the Alternate COMSEC Custodian.  Assists Primary Custodian in daily inventories and accountability of controlled hardware equipment and associate software/documents.

7. Stand the Duty Communicator rotation.  On a weekly basis, the Duty Communicator is to stay within 1 hour’s drive from Suva in the event of Call in. S/he provides end of day support by coordinating with front office the closing time for IPC. 

Performs other duties as required. 

1. U.S. High School diploma or host country equivalent is required
 
2. Two years related experience with background in telecommunications and/or computer systems is required

3. Level IV (fluent) in English is required.

4. A good knowledge of communications and data processing functions, and the organizational structure of the Department.  Must have an understanding of the capabilities and limitations of various types of equipment and programs; knowledge of the various types of equipment and operational problems at post.

5. Must have the ability to work effectively with others, and convey information in verbal and written communications

Additional Selection Criteria:  Applicants must be a US Citizen residing in Fiji and must be able to obtain and hold a secret security clearance to be eligible for consideration.
